in Pennsylvania if you buy a lottery ticket for the treasure hunt ticket and contains 2 numbers the same?

If you have 2 numbers thereof and the drawing is based on numbers that count as 2 or ticket winning numbers for a fraud case in court if it isn't made because you can not win the jackpot ie, the state is selling tickets for a prize that can not be won

I do not think they could sell one that is unwinnable. Someone would notice and classifications action lawsuit would cost more than the lottery
